Information sharing became an issue as a result of 9/11. The 9/11 terrorist attack brought both policy and organization changes based on the results to include the 9/11 Commission Hearings and recommendations from the Markle Task Force on National Security in the Information Age. Some of these changes include: • 2001 Patriot Act that basically allows law enforcement new authority to conduct searches, monitor transactions and conversations, and detain and deport individuals. • 2002 Creation of the Department of Homeland Security to coordinate a national strategy against terrorism. • 2004 Intelligence Reform and Terrorism Prevention Act. Directed changes to reform intelligence to include the creation of an Information Sharing Environment Program Manager (IPM-ISE). Former President Obama improved information sharing by issuing a 2009 memo directed to the heads of executive departments and agencies to take action for a transparent and open government.
