Write an essay answering the question prompt below. Your essay should be 350 to 700 words, 2 to 3 pages (not including cover page and
reference page), double-spaced, with a font size of 10 to 12 pt. In looking back at the scenario with Billy and his friends from the lesson, what strategies can police leaders employ to minimize
conflict in the communities they serve?
Imagine that Billy and his friends are driving to a ball game when all of sudden they see police lights behind them. Billy pulls over,
and the officer comes up and starts to yell, “Are you blind? You just cut me off back there! Give me your license and registration!”
One of Billy’s friends asks, “What’s the problem officer?” And the officer barks, “That’s none of your concern!”
Are the officer’s presence and tone a source of conflict? Who has the position of dominance here? Do Billy or his friends have
the power to challenge the officer? The law states that if the police pull a driver over, the driver must produce the proper paperwork
when asked. Therefore, Billy does not have the power to challenge the stop unless he receives a citation and goes to court.
Back on the road to the game, Billy and his friends are confused and angry. They are upset because they were powerless when the officer treated them in this manner. Common thoughts might be, “Does the police officer treat everyone this way?” “Does his conduct have
anything to do with the car we are driving, clothes we wear, or age, gender, or skin color?”
Now suppose that, after a victory championship game, fans are celebrating, and the revelry spills onto the streets.
Police officers arrive and begin to move people out of the streets and break up the crowds. One person in the crowd
pushes back on an officer, and soon three other officers take her down and handcuff her.
The crowd begins to yell, “Police brutality!” and Billy and his friends join in. They feel a surge of power as the scene
becomes chaotic and the crowd grows larger. The scene quickly becomes frenzied. Billy sees this as an opportunity to express
his frustration in response to the treatment he received before the game. He picks up a rock, and hurls it towards a police car.
In looking back at the traffic stop, could Billy’s perception of police power be changed if the officer’s communication had
been more professional? If Billy had never experienced conflict from the traffic stop, would he have thrown that rock?
