1. Executive summary
This agency analysis report is prepared by a student who completed placement practice at Foodbank NT which is a part of a course named Bachelor of Humanitarian and Community studies. This report will evaluate Foodbank Northern Territory and describe history of foodbank NT, its vision and mission, structure and culture of agency and service delivery method. This report will further explain beneficiaries or clients and the main services of Foodbank NT.
2. Introduction
Foodbank NT is a non-profit organisation where huge number of interested people are involved to achieve its goals. It has three different program such as Food for life program, school break programs and shopping at warehouse by different welfare agencies. The main concept of Foodbank NT is to feed the people who required food by distributing surplus food. The structure of Foodbank NT and its operations are described by its organisational culture. Foodbank NT plays an important role between food company and community support agencies which provides food and save time and resources in appeal of nutritious food respectively. Every programs of Foodbank NT emphasize the needs and desire of clients.
3. History of Foodbank NT
John Van Hengel brought the concept of foodbank in 1967 in Phoenix Arizon where he used to collect the donation from different people and help poor people while he was working at St Vincent de Paul. Similarly, he also started to collect food from different supermarket which encouraged him to establish a first foodbank with guidance of St. Mary’s Basilica because grocery stores also had to throw the food which had damaged packaging or near expiration. In the beginning, he started to collect that food for the dining room only which was not limit for that program only. He planned to establish an office where different organisation could donate food which was in a central site. There were 36 local agencies served by 250,000 pounds of food which was collected by John Van Hengel and some volunteers. After that, Foodbank spread across different places of United States and Canada. In the starting of 21st century, over 200 foodbank provides help to 90,00 projects. The global foodbank networking was formed in 2007. Foodbank was established in Australia in 1992 (Foodbank Northern Territory, 2018).
Foodbank NT was established in 2010 which was associated with Foodbank Australia but ran independently. Foodbank NT is a charity and hunger relief organisation which is Christian based and formed by Baptist Care NT which main purpose is to supply food to the poor people of the Northern Territory (Foodbank Northern Territory, 2018). Foodbank NT gets extra and salvaged food from different manufacturer organisation, retailers and distributors and feed the hunger people (Foodbank Northern Territory, 2018). It runs different program by working together with welfare agencies and non profit organisations for providing food to the beneficiary group who donates certain amount of money to run Foodbank NT.
4. Mission and vision of Foodbank NT
Foodbank Australia’s main vision is Australia without hunger. Similarly, Foodbank NT has the vision of making NT without hunger. Foodbank NT works with the entire food and grocery industries for getting nutritious and wholesale meal to the vulnerable people. The collection of surplus and donated food and grocery from different manufacturer company, distributors and retailers to the needy community people to eradicate their hunger (Foodbank Northern Territory, 2018). It has different programs such as food for life, school program and food rescue which works by collaborating with different welfare organisation. Overall, it provides food relief services to eliminate the hunger insecurity of people in NT.
5. Organisational type
Foodbank NT is a non-denominational government organisation whose main aims is to hunger the hunger of the community people. The main concept of this organisation is to feed the needy people of country by distributing excess food. It works with support of several dedicated people and organisation to achieve its aims.
6. Organisational culture
Janicijevic (2013) describes the culture of any organisation depends upon its behaviours such as assumptions, values, norms and attitudes which is performed in any organisations. She further explains that there is same kind of beliefs and attitude in every staffs of organisation. Usually, an organisation has its own leading culture. However, there are some groups in the organisation who might want different culture which is one of the challenges in an organisation. Similarly, Foodbank NT has also its own culture where people must follow organisation rules, ethics, beliefs and regulations. For instance: if any people get confused while doing anything, then he/she should not complete that instead he/she should ask for permission or the way how to do that. Organisational culture of Foodbank NT shows its structure and operation. Baptist Care NT run the Foodbank NT to serve many people. The reflection of organisation type and mission are organisation culture of Foodbank NT. The major organisational culture of Foodbank NT is to solve the food insecurity problem of Northern Territory. Volunteers are interested in service delivery to the beneficiary group of Foodbank NT.
7. Organisational structure
Organisational structure is developed by its values, norms, ethics and attitudes which are organisational culture. Janicijevic (2013) explains that the design and use of the organisational structure are affected by organisational culture. Su et al., (2018) describes that the proper plan of duties and responsibilities which plays as a guidance of work activities is an organisational structure. The flexible structure of its operation makes an organisation structure of Foodbank NT. There is divisional model in the beginning which is to divide the role and separate the task between the staff. The CEO of Foodbank NT has the authority to observe day to day operation of foodbank NT and its staffs. The general operation manager co-ordinates the activities of foodbank NT, school breakfast program co-ordinator and food for life co-ordinator, warehouse supervisor, work health and safety officer, warehouse assistant and volunteers. Internally, there is collaboration between each other. The general operation manager, school breakfast program co-ordinator and food for life program co-ordinator provides the report to the CEO. There is an inspiration for volunteers and the staffs to perform their roles by showing their creativity and progressive view along with organisational culture of foodbank NT.
8. Beneficiaries or clients of Foodbank NT
Primary beneficiaries are those who get service, benefits and support from different welfare agencies and individuals. Foodbank NT’s mission is to provide food to the people of NT who suffers food insecurity. The primary clients of the Foodbank NT are old, disabled people, seniors, people under bridging visa, homeless people and others who are referred by different welfare agencies in Northern Territory. Similarly, different welfare agencies such as Mission Australia, Salvation army, St Vincent and other different organisation come to Foodbank NT to get the food in very cheaper price which they can distribute to their clients in different places of Northern Territory. Similarly, the other clients of Foodbank NT are school children who get food from Foodbank via school breakfast program (Foodbank NT, 2018).
9. Main service provided by Foodbank NT
Foodbank NT has different food relief programs which helps in fulfilling the needs of the people of the community. Foodbank NT’s staff supervise the volunteers to provide its service delivery properly. Foodbank NT collaborates with different charitable organisation to run its program smoothly. The main programs of Foodbank NT are Food for life, school breakfast and warehouse management which will be described in brief below:
9.1. Food for life: Food for life is a program of Foodbank NT to provide food relief services who suffers hunger problem in the community. Palmerston, Humpty Doo, Batchelor, Casuarina, Howard Spring and Darwin city are six locations of this program. Food for life programs run with different local churches and non-profitable welfare organisation. They have their own shop in some areas however mobile pantry (bus) is used in some location where there is not shop facilities. Foodbank NT (2018) describes that around 50 people are feed in a week by this program. Similarly, there is limitation of 15kg of food items in one bag for which clients donate $10. Church members and volunteers help to run this program smoothly. This program of Foodbank NT is a part of community development which provides support services and empowerment. This program is a platform for old age people, divorced people and isolated people to make their mood fresh by interaction with each other. Beneficiary clients can use a fix size bag of Foodbank NT only in which there are some free foods such as bread, pizza, pasta, sausages and son on. The main eligibility to be a part of food for life client is commonwealth benefits foe example: pension card, seniors’ card, health care card, bridging visa or FFL voucher (Baptist care NT, 2018).
9.2. School breakfast program: School breakfast program is a breakfast support program to the kids of school in the remote communities of Northern Territory. Breakfast is very important for everyone especially kids because they need food in their growing age. Kids might have serous health problem without having breakfast (Nicklas et al., 2000). Schools can buy food products such as cereals, oats, milk, eggs, spreads and others for breakfast in a very low discounted price. About 35 schools are getting benefits from this program of foodbank NT which makes every kid healthy (Baptist Care NT, 2018). Besides volunteers gets special training and resources who involves in service delivery of this program.
9.3. Warehouse Management: This program is considered as one of the programs of Foodbank NT which is physically challenging. It involves using forklifts, trolley and other machinery equipment to store the donated or surplus food which will be used to distribute via Food for life program and school breakfast program. Volunteers works with supervision of warehouse staffs who maintains health and safety standards.
10. Service delivery method
Foodbank NT performs different service delivery models while providing service to the clients. It collaborates with different government and non-government organisation such as Somerville, Mission Australia, Salvation and so on. Those organisations refer the client who really needs food support. In addition, it uses community development model which is very famous in community field. This model encourages clients to get the services of Foodbank NT. On the other hand, a service delivery method which gives proper result in comparison to another method is face to face method. Cason (2017) describes that there is not any other service delivery model except face to face which leads better output. Every program of Foodbank NT uses this model as the clients get chance to talk with the staffs and volunteer directly. There is face to face interaction between clients and volunteer and staff.
Foodbank NT works based on ethics of Baptist Care NT Values Policy and Personal Conduct which should be strictly followed by all volunteers as well as staffs. The key objectives of Foodbank NT are to maintain mutual relation and trust in all relationships, integrity and the highest ethical standards, continuous improvement what we do, performance with recognition for results and creativity, co-operation and commitment in the workplace. It provides emergency relief programs to natural disaster’s victims in partnership with Northern Territory government.
11. Relation between organisational culture, structure and service delivery model.
There is close relationship between organisation culture, structure and service delivery model of Foodbank NT. In the structure of Foodbank NT, there are board members of Baptist Care NT, CEO of Foodbank, operational manager, program manager, administrative staffs, warehouse assistant and volunteers respectively. Operation manager should be informed by program manager if they want to make changes in service delivery method in their program. Organisational culture of foodbank NT has its impact on organisational structure and service delivery method. Every projects and organisational culture effect on the way of service it delivered. Janicijevic (2013) explains that the five important elements of co-ordination in an organisation are direct supervision, mutual communication, process standardization, output standardization, and knowledge standardization which affects on every tasks and actions in an organisation.
12. Foodbank NT fits into community development
Community development is one of the main motives of every projects of Foodbank NT. It also acts as an emergency relief assistance. Some clients of foodbank NT is very poor who suffers from food insecurity. So, foodbank NT is providing food relief services to those people which is a part of community development. Furthermore, foodbank NT performs as an emergency relief supporter when there is disaster problem in Northern Territory. Clients are also allowed to get food in Food for Life (FFL) service if they make sure to give donation in the next day. Not only that, sometimes they also get $10 FFL voucher from different welfare agencies to buy food from FFL service and eradicate their hunger. Therefore, due to these all reasons, Foodbank NT is related with community development because nature of the work completed shows the way how an organisation gets its goal (Chenoweth & McAuliffe, 2008, p. 175).
13. Conclusion
In conclusion, this report provides about 400hrs placement practice experience at Foodbank NT which works for community development and emergency relief program. This paper further provides the profile of Foodbank NT and reflection of the advantages to the students due to this professional placement practice. This report discusses the service delivery method and how it relates with community development.
