Your primary job is to finds ways to improve current policies and practices as well as the prison’sreputation. On your first day on the job, you decide to review the files containing inmate complaints. One of the complaints is not more than two days old and upon a quick review, you decide to make this your first case. According to the file, the inmate claims one of the correction officers (CO) beat him until he was unconscious for no reason. The CO’s supervisor closed the complaint with “informal counseling.” To gain a better understanding of the facts, you decide to interview all parties involved in the matter.When you interview the inmate, you immediately notice the bruises all over his arms and head. The inmate is very respectful and quiet and tells you he had a stomachache that morning, so he did not want to eat breakfast for fear of making the pain worse. The CO had ordered him to eat, but when he refused to obey, the CO beat him in front of the entire hall, with at least twenty witnesses and the entire kitchen staff watching. Next, you talk with the supervisor who tells you he was not there to witness the fight, and since he could find no witnesses, it was the officer’s word against the inmate. The supervisor states theCO said the inmate would not obey his direct orders and physically resisted the CO when he tried to make the inmate obey. The supervisor states he does not know what the specific order was and did not ask. Due to the nature and level of injuries to the inmate, the supervisor decided to conduct some informal counseling. Your overall impression of the supervisor is that he was condescending and appalled at your questioning. You speak to the CO, who tells you that on the morning in question, the inmate refused to eat. The CO informs you the inmate deliberately goes without eating for days to get dizzy and sick asa means of going to the hospital. The CO says he does this for attention and that the inmate is always asking to go to the hospital for stomach pain. In the CO’s opinion, the inmate is just making up stories and has never authorized the inmate to see the doctor. The infirmary staff’s statements almost mirror the CO’s story. The nurse simply gives the inmate some fluids and returns him to the population.After completing your investigation, you order the inmate to be thoroughly examined by the infirmary staff. They determine the inmate has a fractured bone in his arm most likely resulting from the beating and he has a bleeding ulcer, which would explain the frequent stomachaches. Review the Code of Ethics from the American Correctional Association found in your text. Assume it is your institution’s ethics policy. After you complete your investigation, what will you do about the parties who are involved in this situation? What changes, if any, will you make? Remember, this is your first day on the job, and everyone is watching to see what you will do next. Part A Draft one letter, either one for the supervisor or one for the CO, laying out the facts asyou have determined them to be, the problems noted, violations of the Code of Ethics,and what action(s) you are going to take. The letter must be specific to that individual and have a section illustrating the facts, the violations, and the punishment.
